  • Limiting “no-fault” evictions: It closes loopholes that landlords use to evict tenants without any justification beyond raising rent.
  • Expanding renter protections: The bill increases the number of tenants covered by existing renter protection laws.
  • Capping rent increases: Landlords are restricted on how much they can raise rent on covered tenants.
  • Providing legal recourse for tenants: The law allows tenants to sue landlords who illegally demand or accept excessive rent increases.

Overall, SB 567 strengthens protections for California renters facing eviction or substantial rent hikes.

While rent control can seem like a quick fix for affordable housing, there are some potential downsides to be aware of:

  • Reduced housing supply: Rent control disincentivizes landlords from building new rental units or converting existing properties to rentals. This is because they can’t raise rents to market value, potentially leading to a shortage of affordable housing in the long run.

  • Deteriorating quality: With lower rental income, landlords may be less likely to invest in maintenance and repairs of rent-controlled properties. This can lead to a decline in the overall quality of the available housing stock.

  • Black market rents: In some cases, rent control can create a black market for apartments, where landlords ask for additional fees outside of the official rent to compensate for the lower controlled rent.

  • Gentrification: Rent control in desirable areas may unintentionally push out lower-income renters who can’t afford market rents in other neighborhoods. This can lead to gentrification, where wealthier residents move in, displacing the existing population.

  • Reduced tax revenue: Lower rents from rent control can lead to decreased property tax revenue for local governments. This revenue is often used to fund public services like schools and infrastructure.

It’s important to weigh the potential benefits of rent control against these potential drawbacks.
