The Monthly Impact: When that $23,000 is rolled into a standard 30-year mortgage, it adds approximately $13 to $15 to the monthly payment (depending on interest rates).
The “Double Whammy”: Many residents fear this is just the first step. While this fee hits the construction side, California is also pilot-testing a “Road Usage Charge” that would tax individual drivers per mile driven, potentially replacing or supplementing the existing gas tax.

Critics argue that “sneaking” these costs into the building process under technical names makes it harder for the public to see the true cost of regulation.
